Quota Reform: A Result Zero Movement

There is less chance of questioning the rationality of the ongoing movement to demand quota reforms in government jobs. There is no such like of quota system for government jobs in 56 percent (freedom fighters 30, women 10, district 10, tribal 5, disabled person 1) in any other countries without Bangladesh, so far. That means fewer than half of seats are reserved for talented students - it is not just discriminatory but rather a bizarre idea. Counter-question is, who are recruited in quota, are they ineligible? Surely not all of them are ineligible. But due to this unbridled quota system, many of the inefficient and unmeded people have entered the government's important posts, their example is filled with bury.

Two similar movements on the government job issue are ongoing. To demand a quota reform and to increase the age of entry into the government service, that is, to demand for 35 years. It is difficult to expect positive results through this movement when the chief executive of the state, the Prime Minister declares that there will be quota system and the age limit for entry into the government service will not be extended.
It is true that when such a movement is boggling, the third party can move the movement in different areas or take advantage of themselves. Especially when the university's VC residence was tricked, the car was burned, the suspicion increases. Again those who do not want this movement to demand quota reforms, they can also sabotage to break the movement. After this incident, the Vice-Chancellor Prof. Akhtaruzzaman told reporters that he does not believe that his students have brought this incident. He commented on this as an outsider’s rampage. At the press conference of the Dhaka University Teachers Association, it has been said that this incident is nothing but to try destabilized the country. So the protesters should be aware of third party not to give them chance to grab this movement to their won pocket.
Media news, the Prime Minister told the meeting of the local government nomination board on April 8 night, what is the identity of those who are protesting against the quota reforms? She also said that no students who believe in the spirit of freedom fight of 1971, can’t be involved in this movement.
The reality is that no movement is consistently systematic and nonviolent. As a result, the VC is in doubt that, the general students did not do that, but it is not feared that a section of the protesters did it. Because when such protests spread, no formalities or tolerance can work there. But who really carried out attacks at the VC's residence, it needs to be properly investigated. But a spokesman of the protesters also demanded to find out the attackers at the VC's residence at the press conference.
Regardless of the movement's, the reality is, reforming the quota in government jobs is very difficult. Because the government can not cancel the freedom fighter quota. The Prime Minister has explained why the freedom fighter quota has been kept. Besides, it is morally impossible for Awami League to abolish this quota as a party lead the liberation war. Though the country's leading commentators gave their opinion that, 30 percent quota for children and grandchildren of freedom fighters are unreasonable. There is no reason to believe that the freedom fighters took the weapon with the help of betting their lives to get government facilities. But it is true, 47 years after Independence, many freedom fighters live the life of humanity. There are financial crisis. Many of them are unemployed children in the family. It is not impossible to find out them. So, the government's initiative is to bring the families of these helpless and poor freedom fighters under special privileges. That is why it is not necessary to keep a discriminatory arrangement through 30 percent quota of government jobs.
Secondly, it is technically difficult for the government to cancel women quota. Because the cancellation of this quota, there are fears that women rights activists and various NGOs can protest. Cancellation quota for minor ethnic or tribal and disabled person also is difficult for pressure from different communities. Although they only have 6 percent quota. Again, if one quota is canceled, the demand for cancellation of another quota will be strengthened and moral pressures will be created on the government. Thus, it is difficult for the government to cancel any quota without the only district quota. As it is reasonable to assume that the quota system has been launched once, therefore it is difficult to cancel any government and it is impossible. As a result of this, the ongoing movement on the quota reform, which is zero, can be said to be fairly close to the eyes. But if the movement is intense, then the district quota can be canceled. Because the district quota cancellation does not seem to have much response. Moreover, it is not very sensitive in that sense.
Awami League General Secretary Obaidul Quader didn’t say directly the quota system will be reformed, but he said it will be examined and the movement has been held up for one month.
Whether or not the quota remains, the country's biggest job crisis is the corruption. Only 44 percent of those who are outside the quota get meritorious job opportunities, only a small number of them get jobs without obsolete bribe and high level political lobbying. That is to say that 44 percent of allocation for the actual talent is going to be given, but a large portion of it is going to be the money and the lobbying. In that case, get a job on the outside of the quota, bribe and extortion, and only a small number of people get jobs. In the appointment of a police constable, where millions of bribe transactions are done, what is the quota if there is or no? Apart from all qualities for the government service, the political consideration here is gradually becoming the prime. Despite all the qualifications, many meritorious are considered as the political consideration, a lot of examples there.
